Yes, he could. Because, Sauron's ring had no effect on Tom Bombadil. Tom was described by Tolkien as a spirit of nature from The Countryside. He lived in a house in the forest with his beautiful wife Goldberry. His own words when he introduced himself to Frodo and his friends, I am old, older than the forest itself. He was always filled with joy and singing as he walked. He can commune with animals and understand them.
Could Tom defeat Sauron? I think he could but to me the more interesting question is _would_ he? He didn't seem particularly interested in getting involved and if Sauron won I could see him avoiding Tom and just leaving him in his forest. Maybe if something happened to Goldberry Tom would go Super Saiyan and completely wreck Sauron lol.

I think that in the end, if all else is conquered, Bombadil will fall, Last as he was First; and then Night will come." Galdor replied, "but Glorfindel, I think, is right. Power to defy our enemy is not in him, unless such power is in the Earth itself. And yet we see Sauron can torture and destroy the very hills." Gandolf does say the Ring has no power over Bombadil but also Bombadil has no power over the ring nor those it controls. The ring is not sentient and is only a part of Sauron's total strength so when Bombadil holds it he is not contending with an active will.. Return Sauron his ring, add in his Nazgul and his armies and I see no way Bombadil survives.
i actually disagree ...if challenged he would overcome Sauron easily because tom's power is older then the earth and he is the first, therefore Sauron could not overwhelm him, now Morgoth since he is so close to Ea in power might have success overcoming Tom, but i've always though the Tom was somehow connected closely or is Ea....i think it's quite possible but perhaps we will never truly KNOW
I’m disinclined to think there would be so much conflict. Tom’s song and lighthearted nature seems infectious in a good way. The armies of Sauron would stop the destruction and begin to dance and revel. Eventually even Sauron’s very nature would be changed. Tom would not destroy Sauron or exile him. Tom would redeem him in peace.

Remember Tom created boundaries he keeps within. Nowhere does Tolkein say that Bombadils power is confined to those confines

Interesting point! I can see Tom staying out of it unless Goldberry was threatened-then things would definitely get intense.
I think even Eru Illuvitar would not wish to fight with Tom. If he existed before... He is earlier than creation itself. Possibly older than Eru.

If you watch the whole thing you’ll see that’s exactly what happens. Tom himself casts Sauron into the void.
