He's a Canadian actor who I remember best as Ranger Gord from "The Red Green Show", which I believe is still on some PBS stations, or find it on UA-cam. Anyway, they wanted to use the Lloyd Braun character in a future episode, but they had to hire a different actor because Keleghan couldn't get a work visa in time for the shooting of the episode they were to use the character in again.

The gag is that he's been stuck in the same fire watch tower for maybe 15 or 16 years without a paycheck. He easily loses track of time as a result, and he does some odd things as well. They did a re-shoot of John Randolph's scenes as Frank Costanza with Jerry Stiller, and dubbed Wayne Knight's voice for Newman over the Newman suicide attempt over Larry David's voice. So for Seinfeld, I think it was really important to not overlap actors and use the same actors for the same character.
