Get some footage of towns WEST of Asheville, many have family there not in affluent Asheville that can't get in contact with anyone due to no cell towers or power.
Judging by the geography, it looks like you have a hurricane over mountains, so the water will naturally pool in the small valleys below, which contain towns. You can simulate this on a small scale in your backyard garden. The situation seemed unavoidable without an extensive storm drain network built for a 100+ year event, which is impractical to build for smaller tier cities in America that don't experience frequent flooding. If weather patterns are changing rapidly, its going to be a big problem.

Too many new buildings of homes, shopping centers, condos and since Obummer happened NC has gone down hill. But now that we have republican leaders, hopefully we'll see major improvements. They have neglected our roads where I live so badly it is horrible driving on them. They have been too busy giving our money to wars and illegals to take care of our state. We recently got new pavement over existing torn up road. And only in certain places. But at least it's a start.

For those unfamiliar with Asheville this is nowhere near the ocean. Asheville is 4 to 5 hourse East. Lots of lakes though, with nowhere to drain to.
