IF you get a copy of the Federal Resume guidebook, 6th Ed., the book has 3 samples of BEFORE resumes (NOT good) and AFTER resumes that ARE good and got the people HIRED. I’ve actually made up other formats that are a hybrid of the bulleted and the outline format you show. My golden resume had most bullets no longer than one line. You can have the bulleted format with a separate section and separate bullets for duties versus key accomplishments so this can be done multiple ways and I’ve seen that resume work affectively with both federal and state government jobs with the applicants that I’ve worked with. I actually use a functional resume where I give dates for each position title in a table, and my resume works great. This is because I explicitly state how many years of specialized experience I have in each specialized area. I basically do HR’s job for them and add up all the dates. The total years of experience in each specialized area is stated first before anything else. I helped a manager years ago, and he had no idea how many years of management he had. To further complicate the issue, he could not remember if he had ever managed an organizational budget (financial management) or ever leg innovative initiatives. After interrogating him (literally lol) we came out with the exact duration he had performed those specialized areas, and we had a few great success stories of his accomplishments. This individual had nearly three decades of management experience in the private sector.

Oh, I think that a Grad School paper is probably similar to the federal resume. For the federal resume you have to match the qualifications in the job announcement. That's really the big deal. And if the resume doesn't match, you probably won't get BEST QUALIFIED.

So either there’s no need to follow any kind of specific federal resume format, or something else is happening here that I have no answer for.
@KewlGuy98 I used a functional resumè and managed to make it to the third interview for the job; however I didn't get the job because another applicant supposedly had two more years experience than me. Some I'm a bit confused about the process because it seemed my initial approach worked well enough to get to the third interview but I'm wondering if I had done a federal resumè instead would it have gotten me a job 🤔 👀🤷♀️🤦🏽♀️

Right. The separate KSA narratives are gone but you need to make sure that you speak to your knowledge, skills, and abilities in you resume, your responses to the questionnaire items, AND the interview.

Is capitalizing keywords and paragraph style still a preferred method for the resume? I just participated in a USAJOBS federal resume webinar earlier this week and the speaker taught the billeted style for resumes.
The Outline Format is still the preferred way that Human Resource professionals want to see content. The ALL CAPS KEYWORDS make your resume a whole lot more readable than a sea of bullet points.
Education and caregiver experiences can most certainly be used as a job block. Just think about the skills you use for each of those roles. I bet you can transfer most, if not all, of them to your job target.
You should look at the USAJOBS Resume Builder. Each of your contractor positions should be a separate "job block". And describe your duties and projects separately. And match these descriptions to your target announcement. The HR specialist needs to see each position separately. I know there are alot of positions as a contractor, but that is what they want. If you see the builder, you will see that each position is separate. The samples in the book described in this video will help you. Kathryn

Your current position should be in present tense. And prior positions and projects should be in past tense.
