1. The movable fly allows more possible combinations than the fixed fly. 2. I have never seen (although it might be possible) a lock set in the forbidden zone not open however, after opening the lock bolt will not be able to extend because the driver cam cannot lift the lever because it hits the lever stop on the lock case. The lock has to be taken apart to remedy this.
Sargent&Greenleaf state the following about the forbidden zone on there website "Do not set the third number of the combination between 5 and 11 on a lock with a dial splined at 50. The forbidden zone can shift slightly due to installation and tolerances, but will always be between 4 and 12. Do not set adjacent numbers of the combination within five numbers of each other."
