    China and Rwanda have good relations. I suspect that it is China coercing Rwanda to get information about what the RCMP has gathered about Chinese meddling in Canadian elections.

      I'm glad I read the comments because that makes a lot of sense; Rwanda has seen a huge influx of money and influence from China's "Belt and Road" initiative. That said, I would have thought China to already have people in bed at all levels of government.

      With the amount of investment China is putting into those countries it wouldn't surprise me that they will use them for spying purposes. Less obvious and harder to trace back to China.

      We are currently not at war with them for one.... basically treason is only when you are in a war and start supporting the enemy's forces.     The RCMP aren't competent enough to run a proper background check on the officers they are hiring. Yet we trust them with so much in this country. The firearm program among them. They need to have their portfolio pulled back. Too many eggs in one basket.

      “Background checks” consist of checking if you have a criminal record in Canada. That’s it. Canadian government officials can ask other governments/countries if said person has a record, but that country can obviously lie. So it’s quite pointless to have background checks at all unless you’re born and raised in Canada. For foreigners, it’s useless. And that’s the type of people the RCMP want, are minorities.

      Oh yes they are. They are a deeply political organization now. And they have a corruption problem that the public is almost totally unaware of. They operate in secret unless they absolutely can't. If it were up to them they never would have let the public know the second mass shooting in our history was underway at all. One intern accidentally tweeted it, thinking "Surely this needs to go out, I don't need to ask permission". If they didn't, I wonder what we would ever have been told.

      As of the 1978 Act you can have as many Passports as you'd like: some of my Asian friends have a small collection, and names may be in Chinese, Vietnamese, or English or some other language!

      What used to be avoidable and not even on the cards for hiring: Armoured cars, banks, security, RCMP, police, CSIS is all the LANGUAGES you now need with all the mafia/gangs/criminal groups. But hiring on language skills opens up other vulnerabilities.

Under beds. Behind locked doors claiming improper storage.Damage to doors. Damage inside houses. Muddy boots throughout houses. Lies, deception, no co operation with public. Many family heirlooms still not returned. Antiques pew pews "missing from evidence". Look it up. Spread the word.

    I have heard about Afcrican Regimes controlling / influenceing their ex-pats in Europe. Like people supporting opposition, and the regime trying to put pressure on these people to suppress taht. I haven't heard about Rwanda engaged in this speficially, but the Regime there from what I understand (not following Rwandan Politics closely at all) has a good track record when it comes to economic development, less so when it comes to human rights. So a Police Officer is probably not ideally placed to collect data on high state secrets, technology or similar - but details on ex-pats seems something a police officer would be ideally placed to provide ...

    I am currently reading through Roméo Dallaire's "I shook Hands with the Devil" about the Rwandan genocide and the UN peace mission he was in command of.
    The peace mission had been thoroughly infiltrated by spies, both in country and at the UN security council in New York.
    Many Rwandan officials at the time had actually been educated in Canada, most of them in Québec, and there existed ties between Rwandan and Canadian elites.
    Too many people think of African countries as being irrelevant, of being too far away to influence us, but that couldn't be farther from the truth.
    We as Canadians have stuck our fingers into many, many pies, for better or for worse.

    😮In the US Military we were concerned about Russia, China, N Korea, Israel, and a few others (including sometimes limiting info shared with Canada - why I don’t know), but never Rwanda - that was definitely was a new one. Agree we should do a better job limiting how much of our personal info from any government entity. Can’t tell u how many times I was notified various gov databases were hacked. Maybe by Rwanda, who knew?

    I don't really see Rwanda as an international actor of any sort. There are dozens of countries I would have put ahead of Rwanda. The only interest that makes sense is if Rwanda was spying on behalf of another entity, and I believe they have ties to China, since China has their fingers all over Africa. If Rwanda spies for China, it means Rwanda gets the black eye and China gets whatever this guy gave. Sounds like a win for China.

      It really is: my in-laws are Chinese and are some of the most loyal Canadians there are, because they know what losing freedom looks like. Same with my Eritrean friends. But we can't let that make us naïve: talk to either of these groups and they'll tell you exactly how active the Chinese and Eritrean apparatuses are in Canada!

      @@silentracer911The net effect is unlikely to be intibitive. The common drug-adicted burglar isn't going to check the list. Sure, if given access to the list, some moderately competent thieves will avoid the houses on the list. But unless the list gets posted publically, it's mostly going to be organized crime with the resources and interest to get it, especially in areas where they can't just buy guns in private party sales. For them, setting up a remote-access camera to watch the place a few days and figure out when to hit the house of that 70 year old collector is well worth the price of admission.
      Remember, these lists are not just which houses are likely to have what guns, they're also biographical profiles on the person most likely to resist, and in some places, everyone else there.

    KInd of embarrassing for everyone as there was a big meeting in Rwanda in July 2023 where attending Canadian government officials congratulated President Kagame hosting conference on women regarding gender equality. Minister Sjjan spoke about "prosperity and opportunities" perhaps the Rwandan President is simply checking on the percentage of women employed by the RCMP? 😉

    I see this falling into two possible categories. A Rwanda government, may want to keep tabs on dissidents who might want either complain about the current Rwandan leadership maybe call on Western forces to try and dispose of Rwandan leadership, or might want to organize a resistance ore replacement force to take over the current Rwandan leadership with guns, organization or Western backing. Not everyone fleeing Rwanda might not be just an economic immigrant. A few might actually have pissed off the Rwandan government leadership.
    The other possibility are Rwandan organized crime and/or scammers.

    I wonder if it has anything to do with the RCMP's investigations into Rwandan War Criminals. They may still have ongoing investigations similar to the one of Desire Munyaneza who was convicted in Montreal back in the late 2000s for War Crimes and Crimes against Humanity.

    they seem to be hitting canada more as they have gone through the usa previously and new measures are either in place or going in place there. the reason people are hitting canada is because they know we as a country are not prepared and it is our turn. i just hope the rcmp does put new measures in place and that they do not have to much personal information about the average citizen. i sure woould not want them keeping tabs on what i have for dinner and how often i use the bathroom and whatever else they might have on file

      He's most likely working for President Kagame who has ruled Rwanda since 1994 and took almost 99 percent of the vote in 2017. It's about time the west wakes up to this guy. The op was most likely the dictatorship hunting enemies who have taken refuge in Canada, which makes this crime all the more disgusting.
