Oakland PD should merge under the state police. What makes OPD ineffective is the politicians and ambulance chaser (lawyers) that prevent the cops to do work effectively. Under state police, they will get work done and not have to deal with the BS.
Arrests mean nothing. Show us the conviction rate. Show us the amount of felony charges that were reduced to misdemeanors. Show us the response times to crimes in progress.
