Wiring super-capacitors in series without balancing or management is generally a bad idea. Because of the difference in series resistance and capacitance variations, not all caps will charge to the same voltage. This can mean that if you charge your bank of 6 caps to 12V, not every cap will have 2V over it. Some will have 2.2, some 1.8 etc. You can imagine this forms a problem when you are pushing it up to the theoretical maximum (6x2.7V) or with bad caps. When designing a capacitor bank for a hydrogen vehicle dc dc boost converter (20x2.7V in series, so 54V in theory but in practice limited to 49.5V) I have seen variations of up to 0.8V(!) between caps.
There are two main methods of doing it, active and passive balancing. In passive balancing you just waste excess power by having a mosfet in parallel to each capacitor that dissipates power when the voltage exceeds a certain threshold (can also be a relative voltage to other capacitors). Active balancing works by having a DC-DC boost converter in parallel with each capacitor. When a capacitor exceeds the threshold, the converter is turned on which boosts the voltage up to the capacitor bank voltage and dumps it back into the capacitor bank. There are some more methods and variations on the above methods but these two are the most common ones. It depends on the application which is the most efficient/cost effective. Generally the first is the cheapest to implement in the short run, there are even dedicated chips for this.
+ultort If your caps are all the same (and preferably even from the same production batch), you can get away with putting a high value resistor in parallel with each cap. Of course this will slowly drain the caps as well, but depending on your application that might not be a problem. You could also put diodes in parallel, for example several silicon diodes (in series). Just select the forward voltage of the diodes so that they will start conducting when the voltage on the cap would exceed its limit.
I figure they have the same loopholes they have here in the states. Close relatives are exempt from some of those restrictions in family owned and operated businesses. It's how Chinese restaurants get to employ their kids for simple tasks like processing pea pods.
Thank you for such informative tests. I did notice that the original battery supplies a higher cranking current and a shorter time in startup the car when compared with the ultra capacitor setup. The first peak of the cranking current should correspond to the current when the engine is stationary and sub-sequenced peaks would correspond to the compression stroke of the engine. An 4-cyclinder engine would have one compression stroke in one revolution. It seems the engine starts after 3 revolutions with the original battery and 4 revolutions with the ultra capacitor setup. I did use an commercial 300A batteryless (ultra cap) jump starter to start an 1.8L gas car and obtain similar results.

This is old, but I think the bigger question is if it makes sense to run the supercapacitors in parallel with the car battery to help with cold starts and extend battery life. Though the capacitors would actually cause the battery to drain fast if you didn't use the car for a week or something. Maybe a shut off switch to disable them if the car battery drops below a certain voltage?
