    Civil Engineering doctoral candidate, M. Hashim Pashtun, discusses his research of the $500 million Appalachia Community Grant program and the development of a model rubric where the 32 Appalachia Ohio counties are assessed analyzed based on different economic, social and political factors. Afterwards, a general consensus is gathered from the representatives of each county to make an effective decision on project execution. After the project implementation, this model helps to assess the effectiveness of this grant program and how much it has helped attain the objectives and goals of the project. Hashim Pashtun specializes in infrastructure planning and environmental engineering, and will finish his Ph.D. in Summer, 2023. He earned his Bachelors in Civil Engineering as Top Ranker from Pune University, India. He has multiple research papers published, and his recent paper on Carbon Emissions from Transportation sector was highly appreciated. Mr. Pashtun has also filed a patent for a model that is low-cost system groundwater recharge. He has worked in the U.S., Dubai, Turkey, Japan, Pakistan and Afghanistan, with public, academic and non-profit organizations. Hashim is fluent in 7 languages and he has been a TEDx Speaker as well. Mr. Pashtun's expertise is in water management, community infrastructure development, energy efficiency, carbon emissions control and infrastructure planning.
