To 'regulate' the movement of 'outsiders' to tribal-dominated hill districts of erstwhile Assam - modern Mizoram and Nagaland; along with North East Frontier Tracts (later NEFA and modern Arunachal Pradesh) the British started issuing Inner Line Permits (ILP) under the Bengal Eastern Frontier Regulation Act, 1873. The system was later adopted by the Government of India to 'preserve' the unique culture of tribes.
After anti-Citizenship Amendment Act (CAA) protests all over the northeast, the ILP system was extended to Manipur and a similar system was proposed for Meghalaya.
We discuss the history of ILP and also detail how you can get one for yourself.

I'm from Assam, When I went To Manipur, I paid 200 rupees tax for fifteen days, but Manipuri people can come to Assam without any tax, charges nor any documental verification. It's ohk, if they perform documents verification in order to see whether we are Indian or not, but they even charges money. I worked from 2016-18 almost 2 years in Dimapur, but I didn't need to had any permit.. I roam around several times to Kohima and inner part of other district. No body asked me

The reality is before the independent of india, Nagaland nation is no parts of india.

Tribal majority states(Mizoram, arunachal etc) that come under the 6th schedule are exempted from paying income tax. Due to the strange law, those states have a hard time managing their state budgets. Usually the union fills the deficit amount. ILPs have become a unique way to collect some much needed revenue and to keep a check on non-skilled labour (usually almost entirely from Hindi states). By the way, the naga people are one of the very few tribal communities in the NE region you'll find are very hospitable in nature. The other comparable communities are the various tbetans tribes in arunachal, sikkim, ladakh corridor.

This provision is under article 371 and similar provision with more relief is given to JandK. under article 370 .This condition prevails in special states and and many states tribal and lands of many immunities and agricultural land can't be purchased by ever
