Thats because during active shooters and in riots where the diversity crowds are firing upon rescue units. In Olso the police have to escort fire and ambulance into the no go zones as they are fired upon. Its just part and parcel of living in a large city these days.

FDNY (NYC's Fire Dept) has a Rescue Task Force with Fire and EMS personnel who can go in and provide treatment in Shooting/Terrorism scenarios
