It is a steep uphill climb. There is no benefit riding behind. You either is the strongest and ride everyone off your wheel or you aren’t. A leadout only benefit those behind when you are going at least 20kmh+

She was doing the same thing last year, when she won.
She has learned to ride like this from Anna van der Breggen, first her teammate now her DS, who has won this race 7 times in a row.
On a >10%, there is no leadout. If you're the strongest, you win.
