Bullet proof vest are complex weaves of fiber, usually kevlar, that trap bullets as the hit the vest....so each strand on it's own is pretty easy to cut.
I don't understand why people are so surprised. They took a bulletproof vest, something that is proven to work, and literally glued it to a snowboard. Of course it will stop a bullet.
This reminds me of this gamepro magazine where they took medal of honor and mixed it with ssx tricky to make a sweet hypothetical game which would be awesome

When hit, the fibers act kind of an elastic, catching the bullet and not allowing it to penetrate. If it were to be stabbed, the knife would slash the fibers. A knife goes through Kevlar like butter.
