Freddie states that the land price is 4 Million Baht but you do not say the size of the land.
If that is 2 rai, then 2 Million Baht per rai is way too expensive for land 15 minutes from the sea and Hua Hin city.
One also needs to know what chanot (title) the land has; Red, Green or Black or just the local village leader witnessing a piece of paper.
