I don't see any real advantage to steel. Spall coating is a good idea, but you essentially end up using 20th Century technology to solve the fatal flaw of a piece of 19th Century problems when the whole issue can be avoided with 21st Century designs.
A level 4 won't stop multiple direct hits- ceramic has limitations. Steel has a longer shelf life, more hits taken, but weigh more. Dragonscale is nice but not everybody has 5k+. Vacuum seal your steel plates and you've got 20 years of insurance.
