I feel like Joker himself will just have an exaggerated way of speaking. Like an actual clown just mocking society sort of like the way Arthur Stopped to dance in the faces of the cops theat were chasing him through the subway in the first movie.
And I've always wanted to see Joker just be a clown at the end of the day. Yes a horrorfying unpredictable clown by the deranged chaotic laughter isnt always necessary... granted thats literally Arthurs disability but for other Jokers need more of a clown aspect to him. Like Jokers iconic frown from the comics and just his overall facial exspressions... Jared Leto dug into that and we got to see it in the Snyder Cut with him doing that magic trick with the card, his whole nasal voice is most likely an act, and just his smile and laugh seems specific for Jokers Character. So probably to distinguish Joker and Arthur his voice may change to this over exaggerated "Gotham" accent
Watch the movie cape fear. He’s mimicking that accent. He’s doing it in pretty much the whole courtroom scene. In the late 80s early 90s that accent was used a lot in movies especially court dramas, to kill a mockingbird, my cousin Vinny, dead man walking, etc. It actually made sense to me the second I heard him doing that accent in court

The higher ups in Gotham wanted Arthur to go down as an example to quell the riots. Favorite scene is when his lawyer is questioning the guy that said he thinks Arthur is faking his sicknesses. She goes on about Arthurs child abuse and how he made up the Joker persona to protect the mind of a scared little boy...as she's saying this Arthur is there scribbling like a little kid...a picture of The Joker. It's a brilliant film.

It's honestly really odd how everyone seemingly accepted that the first film was an elseworlds story. Many peoples least favorite scenes are the ones that have Bruce in it, even. Yet when the sequel also did that everyone... hated it for not being an explicit origin to Batman?

I have engaged in conversations many of those who didn't like the film and it's clear they are of the general Audience group. They think heath is the true joker. It wasn't that they weren't paying attention to the first film that indicated that he wasn't comic book joker. It was that they absolutely had no idea what to look for because they don't know the story so they came to joker 2 hoping for heath ledger expectations or at least something that lead up to it except ... they're unaware of the reasons why that can't happen. Not with the story Todd Phillip established during the first one.

I don't like this one very much but I love the first joker film, I don't think this character need a part 2, the story should remain as a mystery with just one story like taxi driver, king of comedy or one flew over the cuckoo's nest.
