This doesn't make much sense. The first test showing the dummy coming out of the restraints does not have it restrained properly. This has nothing to do with the coat making it impossible to do so. The belts come over the arms below shoulder level, instead of over the shoulders. And the buckle is at waist level instead of armpit level. To show that jackets are a problem, it should have shown a properly belted dummy.
