@@OutAllDay private piers in saltwater? You can fish any pier you want as long as it’s not posted no fishing as for private piers well you would need permission to fish from it but if it is in saltwater it’s fair game
Keep in mind that the part of Shelter Island you show here is NOT a fishing area, the free pier is right up island from there a couple hundred yards... The mission bay jetty (Jetty Rd), always, and I mean ALWAYS holds fish, though sometimes conditions won't allow fishing (danger!).
Interestingly, if you are a spearfisherman there are ZERO license free fishing zones. Yet spearfisherman pay the same amount for licenses. I’ve even asked fish and game about this… they don’t care. I guess rod fisherman just get more priveledges for whatever reason.

Article 1 Section 25 The people shall have the right to fish upon and from the public lands of the State and in the waters thereof, excepting upon lands set aside for fish hatcheries, and no land owned by the State shall ever be sold or transferred without reserving in the people the absolute right to fish thereupon; and no law shall ever be passed making it a crime for the people to enter upon the public lands within this State for the purpose of fishing in any water containing fish that have been planted therein by the State; provided, that the legislature may by statute, provide for the season when and the conditions under which the different species of fish may be taken. (Sec. 25 added Nov. 8, 1910, by A.C.A. 14. Res.Ch. 44, 1909.)

Technically any piers fresh water requires no fishing license. Jetties require no fishing license.
