It came into force in the following LGAs: Brighton, Central Highlands, Clarence City, Derwent Valley, Glamorgan-Spring Bay, Glenorchy, Hobart City, Huon Valley, Sorell, Southern Midlands, Tasman and Kingborough.
In announcing the lockdown, Mr Gutwein said the 31-year-old man, who had the Delta strain of coronavirus and spent about 18 hours in the community, "is not being cooperative" and had not disclosed his whereabouts after he escaped from hotel quarantine.
"He has now had several touch points within the community, [and] we can't continue to wait another two days to find out more about what's been going on," he said.
