So would Spanish Springs be a community of the city of Sparks or it own town ship ? And why are the school ratings so low is it the teachers or budgets? Thanks.

Nevada has one of the lowest education rankings. Its a mix of low budget/funding and low quality teachers. South Reno has decent schools though
