Get a slide hammer that has a chuck on the end to clamp it on the valve stem. Body shops have them for pulling dents. On the valve stem wrap the keeper slots with some soft steel wire to give something for the chuck to grip. Then tighten it like it's never coming off again. Heat the valve guide, not the stem, then dribble oil on the valve stem while the guide cools. Maybe a couple times. That will draw oil down into the clearance between the valve and the guide. Then slide hammer it very carefully. Pulling the head is the right way though. The intake doesn't even get into the water so it's easy. No need to pull the exh manifold, just cut the bolts to the pipe. Remove any brackets from the head and take out all 17 head bolts. moparben/ michigan

An old timers trick is to remove the spark plug and stuff the cylinder with rope (like cotton clothesline) just so the valve won’t drop all the way in on you… if you’re still working on that…
you want to spin the valve once you are able to spin the valve it should loosen it up and will be able to go up and down if not take a torch to it and add heat but since you have the spring off make sure that piston is all the way to the top that way the valve can't fall in and you will not be able to get it back without removing the head
I would bite the bullet and pull both heads. Soak the rocker shafts and all of the push rods in kerosene, and clean them out. Make sure the oil passages are clear. It didn't look like the valves were oiling much. Clean up the heads, and lap all of the valves, one at a time. Put it back together and change the oil and filter. Leave the plugs out and the valve covers off, and crank it with the starter, and make sure the oil pressure comes up on the gauge - and I don't mean by just a little hair. My 64 Cadillac comes up to at least 20 PSI just cranking it (I have an aftermarket mechanical oil pressure gauge, in parallel with the oil light). With good oil pressure, you might even see some oil pump up to the rockers. Put the plugs in and start it without the valve covers. Make sure it starts oiling the valves. Put the covers back on, and at this point, it will probably be running properly. Good luck! My parents had a 62 Newport 4 door hardtop, brand new. White with a blue interior. I loved that car. So did my mom.
Keeping the valve spring on, you can use the piston to return the valve...this is risky, but I have seen a few will it run videos do this with success. Either way, good luck, hope it works out.
