no he is not boring. he was very mysterious as we didnt know anything about him at first, just that he lead a group that could take out highly skilled benders and take away their bending permanently - something that could previously only the avatar and lionturtles achieve.
he was also one of the 3 bloodbender masters which made him very interesting.

there was no backstory about Ozai. and his ascension to the throne is still kinda mysterious.

Why is Castiel on this list? He's not mysterious at all. Who should've been on the list is Raymond Reddington. We may know that he's the concierge of crime, but we don't know why he turns traitor or what his true motivations are aside from the Cabal.

The most mysterious TV character? Donald Trump, obviously. He's batshit insane, and yet people can't get enoug of him. I don't see the appeal myself, but I gotta commend the actor playing him. He's doing a helluva job.

The Cigarette Smoking Man was the first thing that came to my mind. He had quite a good story arc. X Files wasn't exactly the greatest show ever, but it did what it set out to do very well.

Remington Steele should've been a honorable mention. If I remember correctly, pretty much the only definite thing we knew about his background by the time the show ended was who his biological father was.

Dr Who: his name can never be given as it would allow for anyone capable of travelling to Gallifrey with a time machine to take him out as a child, un-doing everything he has done. This fact also makes him a potential paradox, but also points out that no one has ever figured it out or the tv series wouldn't exist!
I figured Dr. Wells from The Flash wouldn't be on the list cause the show is so new. But what I can't forgive is the fact that The Janitor from scrubs didn't make the list. I mean really, nobody on the show could ever tell if any of the stories he told were true, he never got a name until the last episode and even then it was implied he was lying, and his backstory changes every episode!

Robin Masters - Magnum P.I. 80's series. Voiced by Orson Wells. In the series finale, Magnum hands his resignation letter to Higgins, but wasn't sure if it should be addressed to Higgins or Masters. Higgins confesses that he IS Robin Masters. Later on, he tells Magnum that he lied about Masters. We never saw Robin Masters during the course of the series. Not sure if Higgins was lying about Masters or not.
Mystery Red Head - NCIS seasons 1-2. Whenever Gibbs was picked up or dropped off at work, a red headed woman was there to drive him around. She was once spotted in his basement. His agents were always curious about her, but they never found out her name or her relationship with Gibbs. She was portrayed by Executive Producer Donald Bellasario's wife. She has not been seen or referenced for years.
People missing from the list or people who should be replaced by others
Castiel (as much as I love him) should be replaced with God. Castiel is unpredictable at times, but God is still an unknown figure
Michoone (cries bc I forgot how to spell it) from the walking dead
Harrison Wells or Zoom from flash (in my opinion Harrison wells deserves at least top 5)

I totally love Cas, but he isn't mysterious. He'd never shut up about the fact that he's an Angel of The Lord. There's no secret or mystery about Cas. When he gets a bit mysterious (like... season 6, I think) it's explained later.
I think God should be there. We only know that he's probably older than Death and The Darkness is his big sister. Also that Chuck is probably God, but we don't know much about chuck either.

Fun list. I'd like to suggest Kalinda Sharma from the Good Wife as another honorable mention. I'm currently at the end of season 3 and we still know almost nothing about her.
I would add Mr. Gold/Rumpelstiltskin from "Once Upon a Time." Even though we understand him better, he clearly knows more than anybody else on the show.
And I thought the Doctor's name was revealed really early in the series. I don't remember it, but the joke was he'd say his real name, and people would replied, "Doctor Who?" and he'd answer, "Yes, exactly."
I can't believe Ugly Naked Guy didn't make it on here.
Let's be honest. Jaqen Hagar is even more awesome (no matter if there was just one, or many who wore that face) because he turned Arya into the baddest bitch in Westeros.

Shepard Book's entire backstory was flushed out in a graphic novel. Good stuff and not what everyone thought it would be.

Dr. Claw was the only reason I watched that cartoon as a kid.... I was waiting for an episode that he'd finally show his face by how curious as I was... But then that wouldn't ever happen, every episode is not canon. :(
I think Ms. Sarah Bellum should be on this list, at least on the honorable mentions, shes the mayors assistant in the red dress in the powerpuff girls and we never got to see her face

I was totally expecting the Smoking Man, only at #1. They better shed some light on the guy in the new season.
From Avatar the Last Airbender, I think the most mysterious character had to be either Piandao (Fire Nation Bladesmith/Sokka's master) or Wan Shi Tong (Library Owl Spirit/Guardian).
We know nothing of what really sparked Piandao to join the Order of the White Lotus or why/how Wan Shi Tong can anchor his Library to the "living" world or move it on his/its own.
Remington Steele. After all the years it was on TV, I don't think we ever even learned the main characters real name, and only got bits and pieces of his backstory. also, Mr Roarke from Fantasy Island.

With Shepard Book, my personal theory is that he was a soldier or a mercenary but turned to religion after a mission that went wrong. The reason we see no PTSD is because he has lived long enough to make amends with whatever happened.

Come on, Wilson from Home Improvement deserved an honorable mention! So he wasn't mysterious in the normal sense, but you had to wonder how wide is breadth of experience and knowledge was. Plus, going to great lengths to hide his face was a running gag.
