That’s totally subjective but my approach in general is to look at the general quality and occasionally assess form and fixtures but that’s certainly not the only thing to look at.
The argument in favour of Palmer is that Chelsea has a settled squad and is young and will only continue to grow in stature. Liverpool when healthy are going to be the team to beat along with City. Spurs do have a good run of fixtures especially Ipswich at home where Son can have a massive haul. Chelsea don't have that matchup like a spurs in the upcoming 3-4 gameweeks.

When assessing a player you have to look at what team he plays for. Saka .. Arsenal Palmer.. Chelsea. Against top opposition Palmer’s team mates won’t be as good as Saka team mates.

Surely Haaland will actually be more desirable in the harder fixtures considering that the big teams won't be applying a low block.. So Tottenham and Liverpool are green fixtures for Haaland and Bournemouth and Southampton might actually be the tougher ones for him?
Nope. Haaland is struggling to play because he does not get supply. Rodri and KDB are affecting him massively. Rodri switches the play quickly before the defence is settled while Kovacic in contrast keeps the ball longer allowing the defenders to get back in position. Kdb we all know he will look for a forward pass and through pass to Haaland every chance he gets. So until at least KDB returns, Haaland will struggle
