I am pretty sure that liberos cant spike or use overhands after setting foot after the attack line. That is why when liberos want to set, the jump over the attack line, not setting foot after the line and then setting or spiking

Libero can set in front court, but not if the next ball is an attack hit (spike above net height) or they play the ball directly over the net (above net height). The setter plays the ball from the lib below the net height before 3rd hit spike - LEGAL action

That does seem like a ridiculous call to me as a casual player, but I get the ambiguity. If they made the same play with any other technique there would be no question though.

The setter after can set the ball, the attacker will attack... Nothing wrong in all steps. When this wrong : libéro INSIDE 3m is setting with his 2 hands over head and............. The attacker hit the ball over when the ball is 100% over the net... That would be wrong and the referee can stop the game and do the exact gesture of the fault.
