Partisans were illegal and did not abide with international rules of engagement. Germany was well within it's rights to form The Einsatzgruppen to deal with these hidden murderers. The Partisans were very nasty. Germany had the right to start the Einsatzgruppen to deal with these murderers.
In Finland they sneaked into the country and pillaged and kidnapped local small villages. Im my book they were terrorists. No better than german ss. I can somewhat understand them in ukrain but not in Finland.
