@maryjackson1194 This is what I was thinking. Her mother couldn't shape up to get her kids back until one of them was old enough to watch the kid for her. It's gotta be incredibly emotionally brutal to be abandoned by your parents and then the minute you're useful picked back up again. Most likely that childhood has made her a person that will do anything for love, or so I guess from the fact she wasn't supposed to contact the Tyler guy, all her crimes happen around him, and he's already in prison.

The story differs on why they finally decided to move me to the State they lived in 2 years later. I was back out on my own at 16. They just didn't want me.

It's a Kansas thing (keep in mind, national prohibition was modeled after Kansas prohibition which had existed since the 1800s). Alcohol here has always required a Kansas "stamp" (seal over the bottle cap). If you have a bottle of alcohol in Kansas without the Kansas tax, stamp, you are considered to be "bootlegging" alcohol. Cigarettes the same. Thus, it is illegal to purchase alcohol in a neighboring state, and then bring the (cheaper) booze into Kansas.
This translated to drug tax stamps -- I want to say in the mid-80s -- whereby if you were on possession of marijuana without a tax stamp, the charges went from misdemeanor to felony (or some such). Kansas obviously didn't sell drug stamps to anyone (still being a state where all marijuana use is illegal), ensuring that possession of more than a joint became jail time if not prison time.
Now, whether the "drug tax stamp" is employed in other states, I do not know. But Kansas doesn't care if you buy it *legally* in Colorado or Missouri or Timbuktu. Get pulled over in Kansas and you have Colorado plates, expect to be doing the "two-step" while they unload your car on the shoulder of I-70.

I thought that was weird too, but that's the law -- it often introduces language like that just to close off a line of argument. When you meet that kind of weirdly specific and unlikely language, it's usually a response to some dodge a cellblock lawyer (or the equivalent in other settings) worked up. And it may well have been exactly what you suggest -- some prisoner beat a sting that way.

Just an FYI: the reason the introduction of contraband charge has the language about permission of the administrator is so they can use a single statute to apply to both legal (prescription) and illegal drugs. It’s basically a legislative shortcut to draft one law to apply to as many things as possible.
