Pac was talking about West Coast being true Hip Hop and the east being phony in 94 for the Above The Rim Release Party. Mobb Deep wasn't unknown in 95. He was also in a New York Prison for most of 95. so ofc he managed to hear Mobb Deep and NY radios did not play West Coast music during that time period(Which is one of the reasons the West started getting mad at the East).
