The immediate solution is to rather have existing hospitals upgraded and get more doctors serving internships at public hospitals. If tax money for infrastructure was actually being used properly, we wouldn't need the NHI at all. With the NHI we'll have people say that it's great for the poor, but the cost of living will go up and we'll actually have more poor people then, it's always a balancing act
The biggest problem with programmes like the NHS is money. Out of an adult population of 40 million only 8 million pay income tax, and almost half the population receive a government grant of one sort or another. So where will the money to finance a program like that come from, when the current public health system is at breaking point due to lack of funding?

That's largely the middle class. The interesting thing though would be to see how many of those 5m taxpayers register for the elections, then actually cast a vote. The voting population vs the total population is embarrassing, especially given how the political landscape is shaping up
