Actually, while 9 turns is the best humanly possible way to beat Mad Dummy, in a TAS setting, using a ton of RNG manipulation it is actually possible to finish the first phase of the fight in 4 turns, meaning the whole fight can be completed in 8 turns.
SPOILERS FOR THE END OF THE VIDEO: At the end card, we see the following things: The letters uu in English The letters h and A in Wingdings A sprite of N from Pokémon The eye of Bill Cipher from Gravity Falls The 'x redacted' sprite with "TO BE CONTINUED?" in Wingdings Just in case any of this happens to be relevant later.

off the top of my head: - you can't kill them - they will go into their second phase after their "hp" (actually an entirely separate variable) reaches a certain value - their "hp" decreases when being hit by a bullet, and after every turn, so the number of bullets it takes isn't always consistent

Imagine an Undertale AU where the final(ish, more like the Sans fight equivalent) boss of Genocide is basically trying to do this but on purpose. If you kill the final enemy by letting their own magic hit them, your LV somehow overflows and gets reset back to LV 1, locking you into a then-unbeatable boss fight that comes right afterwards.
I played dummy trying to not hit it, because i am pacifist, so i think its zero, because if i remember right, i made playthrough, where none of cotton attack landed on him, and other where none mecha attack, and all got ok.
I vividly remember a let’s player who didn’t understand the mechanic going on here, and this fight was by far the one they spent the longest on because they didn’t direct the bullets at all. Eventually the fight progressed after 2 bullets hit the dummy by accident and I was confused because I thought the dummy needed more bullets to hit them. So I’m glad that I finally know what’s going on mechanically with this fight and Tobys failsafe so I can put this hazy memory of a twitch streamer I don’t even follow anymore to rest
