You could try and see how full one piece would be at 10-inches long and if you feel it's too full, you can cut in half and you haven't wasted any material. It will always depend on the look you are trying to achieve as a designer.

Too floofy on the bottom for me looks like a tutu .. I think the smaller width would look better more contained
Melody there are so many variations and yes you can make them less fluffy!
