Hypothetical- would the Bucs have matched up well with Tennessee in SB 37? I don't think so. It would have been impossible for Gruden to simulate Air McNair. As great as Tampa defense's was, they would not have known exactly what was coming vs Tennessee.
I mean, in fairness Tampa saw their fair share of mobile QBs, whether it be Vick twice, McNabb twice, Brooks twice, Garcia, etc. McNair was obviously on a completely different level from mid 2001 to the end of the 2002 season, so as you said you can’t really compare him to anyone else, but I still think seeing a similar style of quarterbacking 7 times over the course of 18 games would bode well when it comes to stopping Tennessee.
