According to .gov site the Average American spends %12.9 of their income on food. It makes since due to storage issues that homeless individuals would spend more. There's a drastic affordable housing shortage, especially in the US and especially in Ca. This is leading to higher than ever before homeless population. Consisting of mainly, disabled, women, people 50 & over. It is absolutely necessary for a homeless person to spend money on things other than food.

There are plenty of desert areas where it is still illegal (LA, for example) for very good reason. You can’t support cities with millions of people on dry, arid land unless you capture and carefully allocate every possible drop of water. There are strict rules about water use during dry seasons for the same reason.
Basically, the only way to make sure human beings have adequate drinking water in the desert is to strictly prioritize that use.

I live in colorado. And here is the explanation for the collecting rain water being illegal thing. The rock mountains supply the majority of water to the states west of the Mississippi. Colorado being the largest contributor of that water. By collecting rain water the argument was that we prevented water from getting to places down stream. There by causing droughts on places like Kansas. Basically fear mongering from the time of the 'dust bowl' where the land was over worked and water was not properly supplied. If I remember correctly the ban was recently reduced in restriction from not collecting water at all to you can collect up to 110 gallons in rain barrels for irrigation/gardening purposes. The irony come from the fact that colorado is considered two different zones. Mountains, and a 'high plains' desert. Meaning we get less then I think it's 7 or 8% total rainfall per year annually (yes I know I just basically said per year per year).
To collect more then the 110 you have to have water rights which allow for wells as well. There are mineral rights(buying a house doesn't usually include water or mineral rights. So people can come on your property and drill for oil if they own the mineral rights but you own the land.
Also kinder eggs are now allowed here... Or rather we may just have a variation with no toys in it. Never bought it.

  • @zuzax1656

The one about old children's books is because many old children's books had wooden covers, often painted with lead based paint. Also, certain plates (usually decorative) were also painted with lead paints. not banned, but buyers must be advised if they may have lead paint and are not to be used for food.
The rainwater one is because many landowners would dam up creeks to hold the rainwater runoff, keeping it from going downstream to other farmers. However, this law was recently brought back to life in Oregon, especially in the cities!
The Kinder egg thing is because of the chocking hazard of the small toy inside. Kinder eggs are for sale here (again), but without a toy. I think some may have a gummie in them, but not really sure.

We can finally collect rainwater in Colorado. You are basically right about the reasons why we were not allowed to in the past. A lot of it has to do with living in a state that is a semi-arid desert, and the farmers need all the water they can get. Also, the Colorado river flows towards California and they use as much as possible for their land. The Belagio in Las Vegas needs it for their fountain.

Our local area strongly discouraged people from giving handouts to beggars, and here's why. The beggars would be stationed at VERY busy intersections, and they felt that it was a safety issue, with traffic trying to move around people who were stopped, or with the beggars crossing lanes to get something from someone. So now there are signs instructing you to give donations to the local shelters instead and giving a phone number to call if someone needs assistance. It's not a perfect solution, but I can see where the safety issues come into play.

The problem has complexities, which stumps the millionaire socialists who run San Francisco. Homelessness is not caused by one thing.
There are drug addicts and alcoholics. There are the mentally ill. And the jobless folks, who have hit bottom...and you don't want to
hit bottom in San Francisco. Also, homeless people prey on other homeless people. It's brutal out there in the streets at night.
These problems require different solutions. So far, no solutions. There are, however, threat of the spread of cholera, typhus,
tuberculosis, body lice, syphilis, trench fever, Hepatitus A, not to mention....rats.

Raymond Davis - It's the local police in Florida, and it's local policy. I've heard of them doing the same thing in San Francisco.
Part of the problem is that we regard the homeless as a group, when it's more than one group. I was homeless 3 times in my life. I'm retired now.
I finally got a job with a future when I was 29yo. One of my working buddies became an advanced alcoholic, and ended up on "skid row",
which in San Jose, CA is by the freeways and various drainage water ways. He was rolled twice by homeless folk. He had a substance abuse problem
with no place to go. Some folks hit bottom by virtue of losing their jobs and being evicted. It's tough getting a job when you don't have an address.
Some people have serious mental problems. And so, we need to find solutions in different ways to help these people. We need smarter politicians, too.
We have a real set of dummies running this country.
