accents weren't United States, and neither were clothes. Our teens rarely wear maxi cargo skirts. Not the style- only religious organizations have all their women wear long skirts here, and they go on mission trips or pilgrimages, not tourist trips to England. No pants in the group either. Respect for the cop really felt for the guard. I used to work night shifts as a receptionist/auditor at a hotel to pay for my uni, and I once had a group of girls coming from a nightclub insult me. They said things like, "You must really hate your life" and "Your life sucks." And laughing off in front of my face. I was just left speechless by the lack of self awaremness.

You'll always see a pair of pants somewhere. Also any group of USAmerican teens that large wouldn't be allowed to wander without their chaperone because they're 99.9% on a school trip.

The best way to change behaviour is to demonstrate the behaviour you want to see. He didn't let them off. He explained why they were wrong, and in public. He made them feel ashamed just by using calm non -aggressive words, but pointing out it wasn't fair or fun for the soldier.
