I think the elevators would recall during a fire alarm event if one of 2 things. 1. The Smoke detector in the Elevator machine room has activated. 2. The Smoke detector in the Elevator Shaft has activated. Keep in mind that that there is also a heat detector in the elevator machine room, so if the heat detector gets activated, then the elevator will shunt trip, that means the fire alarm panel will tell the a special service disconnect for the elevator to trip, cutting the power to the elevator. But maybe the elevator stopped on Floor #1 because the fire alarm system told the elevator to stop on the nearest floor. Or maybe someone just called it. Also keep this in mind, some people may already know this, but this is for some people in the elevator community that don't know this.

The reason some Fire alarms were going off and some were not is on some Fire alarm control panels you can pick which alarms go off which one don’t. Also there would have been a message playing saying to leave the building but they probably disabled the message if they were testing the system.
I know that the lift should be in fire mode (which it isn’t so there’s an issue going on), but isn’t it stupid to ride a lift if a fire alarm is going off and there is a fire?

it could be a lamp test, which is used to check the blinking lamps, but not activating the audible alarm sound.
I'm legitimately confused. Wouldn't the elevator be recalled when the fire alarms go off? Maybe it was a fault of somesort in the system.
No, I think they likely have not hooked it up to recall the elevators if the fire alarms go off.

It's probably not hooked up to the fire alarm system. If it was, then it would go into Fire Service Phase I.
Elevators are only recalled if a smoke detector near that elevator gets tripped.
They might didn’t turn on the fireman’s mode so that’s why is not recalling.
How come the speakers on the SpectrAlert Advance Speaker Strobes weren't sounding while the strobe was flashing?
This was a cause of a test Probably. As the elevators didn’t go into recall.
On certain elevators, there's a key switch. That'll need to be turned in order for the elevators to recall to the lobby

Even if it has a switch, some elevators will go into phase 1 when the alarm goes off.
the type of alarm those are if your interested its a system sensor specteralert advanced SPSR speaker strobe (wall mount model only).
It's also the Outdoor "K" model SPSRs

i have heard that is similar to skyscraper buildings, which set off alarms on the floor where the fire is as well as a few floors above and below it.
