For this I think I will vote for the Hanar, since they're a rather unique species to look at. As for a suggestion however, I think the Protoss from StarCraft are a good choice, lots of variety in cultures there, a fair bit of history to go through, and it means you can add another series to the Index that starts with 'Star'~
Given their close financial and governmental ties to the Turians, I believe the reason they are not on the council is because it would give an advantage to the Turians. Relying on them for protection and even allowing them to make policy decisions would no doubt sway a Volus vote more in line with a Turian vote.
I believe that the Volus and Elcor office sharing was a temporary measure. Or as the Volus have been taking what seems to be a backseat in Galactic events they were moved to share a office with another "quiet race of the galaxy. With clinging to what they accomplished in the past and failing to grow into a larger role the Volus fell behind the other Council races and had to be basically absorbed by the Turians. And thus will never gain a Council seat

it requires a huge contribution say a sacrifice of huge numbers to save the citadel or show of how powerful you are. Humans got fast tracked in record time because of the power of alliance navy, and other abilities and expansionism that other races took hundreds of years to do. the volus do not have a large military, do not contribute much scientific advance.
It's quite realistic, actually. The Volus are both quite accomodating and prone to compromise and are thus easy to walk over by other species. The official stance is that a species has to be "capable" to fulfill the responsibilities that comes with a seat on the Citadel Council. But if we look which species make up the Council, it seems more like they keep *everyone* out until they are capable to make a fuss about it. Volus, Hanar, Elcor, Quarians? All of them could provide something quite valuable to the Council, or have done so in the past, like the Volus did. But none of their governments is organized and powerful enough to cause a threat to the Council for being left out. Humans on the other hand? They have contributed next to nothing before the invasion of the Citadel, and were still considered to be the next Council race. And why? Because the System's Alliance had a very strong military, despite all of the limitations put upon it. If they had left out humanity for much longer, they would have had an actual armed conflict on their doorsteps, with a military force strong enough to match the Turians. It's cold, hard real-politics.

Ammonia isn't an oxidant, how can any lifeform breath it (theoretical or otherwise)? I think a better scifi atmosphere for potential life should be sulfuric acid/helium/oxygen atmosphere or a C02/Ammonia/Chloride atmosphere.
temp or gravity could be doable. two out of three to change to become more habitable is a lot more feasible then changing a vacuum or existing atmosphere to ammonia.

The Volus view on gender makes me think the game means sex when it says that. Which would probably mean they likely view it as a purely sexual thing. It'd be like asking a random stranger how big their penis is. If that's the case, it would probably be more accurate to describe them as a genderless race with at least 2 sexes. That said, this is all, of course, speculation, because the game just kinda skips over it.

I doubt very much, although they depend on the Turian army. The volus are an independent government and not part of the hierarchy.
