I always interpreted it as the vision telling of a monster whose threat matches that of King Ghidorah. Basically to imply that Mechagodzilla is a Ghidorah-level threat.
Weird how sometimes Ghidorah is connected to MechaGodzilla in some way, here he is in a vision, in the heisei timeline Mecha King Ghidorah was used to make MechaGodzilla, and in the monsterverse it's a ghost in the machine scenario

This could be what they were thinking, because they cared enough to not kill Ghidorah in Zone Fighter because he’s in Destroy all Monsters.

I always saw it as Ghidorah being used to represent the concept of a city destroying threat, not necessarily Ghidorah itself if that makes sense
