Say someone makes a speech and afterwards he came up to me and said something to me, someone might ask me 'what did he say to you?' or 'what did he tell you?' 'What did he say?' could just get a reiteration of the speech, especially if I did not want to tell you what he said to me.
@@mithranm.p Can you tell at someone? It just does not sound right to me. Normally, I would agree, but not in this particular context. Unfortunately, there is more context that needs to be conveyed...you cannot 'tell at' someone.

I think telling a story, a joke or a lie is some kind of converstion. That's my explanation for these phrases. You can tell a lie to yourself but it's still a conversation (in your head for exapmle). :D
