No it's not. Surge is still MUCH better. Maybe in farm content, only like argos/valtan/vykas with 1520+ players RE will only be better there. Also if you don't know any of the mechanics because its' a new raid, RE is helpful there too.

Hey yolade what would you recommend for a 5x3 +1 RE build? should i go re1 or adr1?
One guy was running fatal wave instead of moonlight sonic, and it seems much better imo. You can use it in the rotation and that brings extra dps
