It already had, in Project Gotham Racing 2 back in 2003 on original Xbox. Plus, developers of that game are now working in Playground Games, that developed Forza Horizon 4. You can even find the exact circuit of PGR2 in FH4.
I live in the UK and find it interesting that britain is the setting for this game. Because I can only think of a few really good roads ive driven on here. 1 was in the mountains in wales and another is locks in scotland.
I think we've reached this level of realism some time ago with other racing games. What I'm looking forward is facial animation. LA Noire caught my eye but they're using video that's pasted on a 3d model. I'm still hoping that one day facial animation could catch up with reality, just like how we've caught up with buildings and sceneries to be extremely similar to reality.
Pretty accurate road widths... Considering you don't live here you can't really comment on the road widths of the Whole of the UK. Scottish roads and English roads are very different

Plus no pot holes. Also my friends in the UK vouch for that as well. One lives in Bristol and the other in Dundee.

From Cotswold to warwickshire to Edinburgh Iv looked at the distance between these places on the map and it looks like a huge part of England I hope there are other cities we can explore
The E3 gameplay also showed the Uffington White Horse, but they buggered up the hill it's on so much I'm not surprised you didn't include it in this video, it wouldn't have worked well for a side-by-side comparison XD

The Horizon Series has been my favorite racing series for the past 6 years. I got bored with track racing so this open world concept is just beautiful

It is probably because the nature wasn't created by people,
so we can't imitate nature as realistic as structures :)
