The owners are to blame, hopefully, lawsuit get thrown at them and at the same time, customers aren't smarter and better either, some will verbally abuse them for something they have absolutely zero control over and they should know that already by now that they weren't the ones who make these choices and have no involvement with the money scam. Chances are, these actors might be paid unfairly for this.
