Ok, I launched at Kiva and no, I don't have to pay... I am, however, not quite legitimate. There is a self inspection certificate available at tahoekeepers.org that covers my kayak but technically my motor needs to be inspected and that includes a sticker and cable that is cut at launch. The cable is hard with a kayak as it is not always launched at a certified boat ramp at which point the sticker and "Tahoe Keepers" certificate is your "license to launch". Also, any motorized kayak must meet all "CF" number requirements of registration. Hope this helps. I called the Tahoe Boat Inspections phone and got this info. 888-824-6267
