Absolutely
It's not an actual competition like the Olympics. It's a type of military politics. Also, the teams participating in such exercises are not going to perform at even 10% since they will not want their capabilities recorded!!
It was because most of our ships are of russian origin which cannot communicate or function properly with western ships. While other countries navy which regularly take part in rimpac are extremely compatible since they all use western ships so they don't face that problem. Similar thing happened with india in red flag exercises as well but that doesn't mean india is an incompetent navy.
