Well i am from Italy Mafia community and what you said is just for pd and legal factions in general.But if you join any ilegal or unofficial faction that wants to achieve official you will find people rping but there is more of the shooting part because the mafias.There are wars ongoing and so on.I would change a lot of topics that u mentioned but most of them are kinda true.
For me Lawless still the best script in this list, 1. Scripted you can Rob a house / business ( Stores ) and get charges for GTA 2. Bank Robbery and scripted to be Most Wanted 6 charges ( robbery ) with Red name 3. Gang Turfs and gang safe 4. Gang Bandana 5. Factions and payment 6. Jobs ( legal / illegal ) 7.some small events added by Managements 8. scripted for direct /me or /do after typing couple of characters like when you type LOL it directly turn to /me Laugh out Load !. and more cmds scripted to make it easier on players 9. LRP have best script for RP if player want roleplay some CMDs that helping alot not in other servers like /showid /showlicenses /guide and more cmds that making u not need to helper or admin for explain 10. most important thing is the Community is still active even on forums and chilling with friends 11. another important thing since 2020 Community Management has giving us Update every week / double exp / Double Jobs payment a / rewards and he still doing it until now and we hit more than 170 playerbase

what I like in roleplay like horizon and lawless is the joining a gang and turfs, but as a gang member what I hate is the turf when the enemy is police because they got a free guns argghhh and as a gang member we work first before we can get guns lol \
