It's because your phone has blackberry ID logged in with blackberry anti theft protection turned on. You can try flashing the phone with a computer. Search for blackberry autoloader of your phone's model on google. It's pretty easy to Flash.

It doesn't work on your phone probably because your phone has BlackBerry I'D protection turned on or the operating system is higher

Hey In my Phone their is not saying for blackberry ID
After Factory Reset I follow Your Video to Setup connect to Wi-Fi but their not showing to setup to skip blackberry ID
Yours probably won't work with this method. The phone might have blackberry ID account logged in already or maybe your phone has been updated.
