It is a D natural, as written by Fauré. A pedantic composer or editor would have put a natural sign ( ♮) at the start of the new bar, but if no sharp sign is given, convention indicates a return to the natural. I don't know where you got the crazy idea of a C#..:! C double sharp is a possible, but again pedantic, notation.

It is meant to be D natural because the music goes down by a semitone the same as in bar 18. The previous notes are D sharp both times

D natural it is - in both 18 and 20, as written by Fauré. Bars 37 and 39 use a similar figuration.
