I disagree with Aigle and Le Terrible. They are still fundamentally far inferior ships to their tech tree counterparts, they still have worse damage output or mobility, and they still have 1km+ worse concealment. They should be in the bottom tier.
I tried out Eagle, the citadel buff didn't really change anything other than obtaining cit crisis medals. Her citadel multiplier is 1.5x, my citadels were hitting for 800+ damage a hit. Even if I get like 5 citadels on a Nakhimov that's like what, 1.2k more damage in a strike? Good to buy should work for her.

not really, she's weaker than saipan tier for tier.
Ckhalov is hopeless in general so this changes nothing
