The question that remains: Is it really a reduction of 8 secs ingame. The displayed numbers are wrong often enough. The displayed difference from 7 to 8 secs, may just be a a difference like 0.1 secs ingame.
My assumption is that the 5 second aspects that only give 7 seconds on an amulet are actually 4.5 seconds but shown as a single digit. So, 4.5 is rounding to 5, and 4.5 x 1.5 (6.75) is rounding to 7. Likewise, 5 x 1.5 (7.5) is rounding to 8. You can find both versions and cannot tell which is which on a non-amulet unless you extract them and attempt to apply them to an amulet, at which point you will verify which version you have. the 8 second are much more rare than the 7 second.
So I've tested this many times. Some will show you 7 and some will give you 8. Not sure why there's a difference but there is. Things that do not affect whether you get 7 or 8 include item level, or whether it is sacred or legendary. I've had 7's and 8's from varying item power levels and types.
Some, I was doing a test for another video. I definitely recommend the diamonds unless you are pushing content and just need the extra survivability more than the damage.
Diablo IV uses floating point numbers behind the scenes, but when displaying numbers they don't want a long trailing chain of decimals, so they shorten/round the numbers when displayed to the users. 4.9999999 x 1.5 = 7.4999985 This is rounded and displayed as 7 5.0000000 x 1.5 = 7.5000000 This is rounded and displayed as 8, but I bet if you test it, it will only last for 7.5s The maximum variance which is hidden by the rounding accounts for 0.75s (from 6.75s to 7.5s). Likely, you won't be able to register the actual difference in game play since on average it would only be 0.375s difference between an amulet showing 7s and one showing 8s.

I experienced some similar bugs with barb aspects in the preseason. I just wanted to explain how it worked specifically with this aspect since the difference between 7s and 8s reduced CD for injured bulwark is huge

I noticed this last night so luckily i got a ammy I’ll eventually upgrade so i didnt want to waste a bugged aspect on it
Symbiotic isn’t the bugged issue with bulwark. It’s the bulwark scaling damage, 5% per mob level above 73
Already tested it, doesn't matter if you upgrade the item before extract.

I see that you've changed your chest and helm to use Sapphires over Diamonds. Have you seen any benefits from it so far?

You can get it. Just grind it untill you get the right one. Out of 11 only 2 of them were going to 8 on a neck piece.
