Honestly i feel like ODST are more awesome than spartans, they are less equipped yet can be badasses, like Rookie in Halo 3 ODST who went through a whole city by himself killings tons of soldiers just trying to find his squad
izuku keeping his emotions is important in my opinion make people fight harder and more determined when push comes to shove so long as they have fighting spirit. i think arsenal will enhance izuku but not the way a spartan 2 or 3 is enhanced could be something like the spartan 4 program that while not as strong as previous spartan generations was used to make a mass production of enhanced soldiers that could fight like Spartans. since the spartan 4 program was being looked at towards the end of the human covenant war and was implemented after the war to help the UNSC be more prepared for future threats, plus giving them a bigger fighting edge against the remnants of the covenant that fell into disarray after the war. another tid bit of information was that a lot of ODST were offered to go through the program along with other soldiers of excellence and obviously ONI also. it wouldn't be farfetched for arsenal to have that information on hand especially since she was made it looks like towards the end of the war and could develop a rudimentary way to enhance izuku. to prevent others from being enhanced it should be limited to just quirkless people and have those with quirks are unable to be enhanced because their bodies couldn't handle it. due to over clocking their bodies and quirks to destructive levels that kills them if they tried to enhance their bodies while having quirks cause of something like an overload to their nervous system and quirk cells that causes a failure and destruction of the body. idk just throwing that out there in away so keeps things in a relative balance either way loving the story great work I'll be waiting for the next episode.
