The dried wooden spoon keeps the bubbles in boiling water from “raising” in the pot. In essence wood causes them to destabilize and stop rising and because the wood is also at cooler temperature than the water and bubbles… when the bubbles meet the wooden spoon, the steam condenses back into the water.
