As to the creepy jerks coming to take the belongings op should have just called the police and had them thrown out and charged with tresspassing and theft.
Trespassing, theft, breaking and entering, possible vandalism if they damaged _anything_ , larceny (possibly even grand larceny). If there is a restraining order against anyone who was there don't forget to mention that too. I would also point out that a lot of places have some potentially useful castle doctrines and stand your ground laws. Those can be bad news if they try to break in while the homeowner is there if they just so happen to be so extremely unlucky as to have the homeowner prepared for them hehehe!!
Their fines a over judgemental and excessively harsh,as imposed.

If I'm not mistaken, every state in the US that allows HOAs has a limit on how high fines may be, usually capped somewhere between $40 and $80. Any single fine may not be above that amount and they may not be allowed to accumulate beyond something like $500 before addressing it in court. If you are in an HOA it's a good idea to look this up in your state or county laws.The REAL civil government is always interested in making sure there can be no legal entity superseding themselves.

To be honest, none of these stories seemed believable. With the 1st story even an attempt to level a $1 million dollar fine is insane and no reasonably minded person would attempt it. At that amount, it could be considered paramount to extortion.
As for the Captain, he should have made Colonel after 15 years LOL. If it is real then he must have constantly failed in points because he had nearly double the TIG needed to make Major LOL.

I have heard that HOAs are really awful at times but a million dollars for someone who isn't a part of the HOA? That is just plain insane!! First of all not everyone has a million dollars. There are a lot of people who wouldn't have that much even if they somehow never spent a cent all their lives.
